The Majority Report with Sam Seder

Good Thursday morning, joining Michael Brooks on today's Majority Report is Richard Beck to discuss his essay, "The Korean Peace Process" published in n+1. Beck breaks down American foreign policy on the Korean peninsula and it hasn’t done any real thinking in two years. Beck explains how all parties involved in the recent Vietnam Korean Peace Summit were on different pages. Coming out of Vietnam each side is two steps back from where they started, each side at least now has a more realistic understanding of what a peace agreement might look like in the near future. Beck explains how John Bolton has made it his agenda to offer no concessions to North Korea and demanded full denuclearization, a position untenable to Kim and his negotiators. Brooks and Beck broaden the conversation of how our foreign policy leaders treat authoritarian regimes with poor human rights records and how it is used to legitimize US intervention. With all this in mind Beck argues US media coverage of the Korean peace process is an inaccurate caricature of itself. Kim and Trump approach and role within their respective governments are mostly opposite. Beck then explores the role of China and Japan and each country's position on achieving peace on the Korean peninsula. Ultimately, Beck believes that if left to his own devices Trump would likely give up whatever he needed to in order to get a peace deal and the real prize for Trump, a Nobel Peace Prize--someone just needs to convince Trump that John Bolton is a "real bad guy."

Joining Michael Brooks on today's show is Liz Franczak to discuss her new essay in the Baffler, "The Century of Spin," and the origins of neoliberal sociopolitical culture. Liz Franczak recounts the story of Edward Bernays, who “pioneered the field of modern public relations after serving under Woodrow Wilson during World War I, overseeing propaganda initiatives aimed at selling the war to the public and maximizing recruiting efforts.”  Bernays and his intellectual contemporaries felt that state managed economies and social democratic programs were a slippery slope to fascism. The masses needed to be guided by the intellectual class to stay away from what they thought was creeping fascism. This idea of "guided democracy" was developed by Walter Lippmann, a public intellectual and contemporary of Bernays, who sincerely thought he and his cohorts needed to take care of the unwashed masses. Which led to the summit at Mont Pelerin where Lippmann and leading classical liberal thought leaders (like Friedrich Hayek) convened to shape a new free market-based society committed to unwinding the post-war social democratic state in the West. Franczak argues the neoliberal rationality has created a new understanding of the Self as primarily itemized human capital. And while Europe has a longer historical understanding of the self to disentangle neoliberal culture, America does not have that advantage. Now several decades removed from the Mont Pelerin summit, what does our society look like? Franczak points out the failures of the neoliberal technocratic state and the nationalist populist rage railing against it, but wonders where does the rest of the country go? We run straight to the brands and things that make us comfortable Amazon Prime purchases, Instagram, and the things that provide us structure and security.

On today's show, historian Greg Grandin (@GregGrandin), joins us to discuss his new book, The End of the Myth: From the Frontier to the Border Wall in the Mind of America. At the foundation of America is the idea of expansionism. For centuries the United States has expanded its borders, markets, and policy in order to alleviate  domestic issues and would dilute problems of factionalism. Unlike other imperial powers, Grandin believes the United States married the ideas of liberty and imperial domination and created a fundamental national identity where expansion through imperialism could be see as an innate "freedom." But expansion is also hits limits. USA expansionism has hit walls during the Great Depression and then again Vietnam war; responses to these limitations addressed expansion in new ways. During the Great Depression expansion through socialization via the New Deal brought greater liberation and freedom from tyranny. Under Reagan, liberty and expansion existed as freedom from taxation and the government bureaucracy created after WWII. Moving to 2018, Grandin argues that Trump's policy and understanding of expansion exists at the southern border, it's a push back against universal liberalism and the idea that a global economy can lift all ships. Under Trump, the opportunity for growth is gone, there are limits and we need to take care of our own. The Wall is a real representation of hedonistic brutality that inverts the myth of the frontier and expansion, it is an expansion from within.

Milton Allimadi joins the program today on a Michael Brooks Thursday to discuss the on-going protest and civil unrest in Sudan over President Omar al-Bashir's austerity measures. Allimadi and Brooks will also preview the upcoming South African general elections set to take place in May. We're live at 12:00 PM EST.

Sudanese President Omar al-Bashir has ruled for over 30 years but recent protests over bread prices and a rise in poverty have led to anti-austerity marches against al-Bashir's government. Last week, al-Bashir declared a year-long national emergency which according to France24, "dissolves the federal and provincial governments and appoints 16 army officers and two officers from the feared National Intelligence and Security Service as provincial governors."  Allimadi believes there is now a chance for open elections which will not be led by opposition parties but by the professional class and those leading the bread price protests--i.e., unions and students. While there are several level of coercive power structures standing in the way of these unions and student organizers, these groups represent the best means towards a more equitable Sudanese representative government. Allimadi and Brooks then take a wider view on the issue of corporate media coverage across Africa which highlights peoples' suffering without explaining the systemic structural issues of extraction and exploitation which fuel the cyclical atrocities across the continent.

South Africa will hold elections under Cyril Ramaphosa in May; it will be the sixth election held since the end of the apartheid system in 1994. Allimadi breaks down the issues animating voters in South Africa before they head to the polls this spring including land reform, expropriation and the larger economic disparity between white and black households. Allimadi believes if South Africa does not reconcile these gaping inequalities will threaten their democracy's existence. Ending on a positive note, Allimadi suggests listeners interested in learning more about inequality and organizing in South Africa should check out Steve Biko's speeches and lectures. Biko's intellectual output provides a roadmap for how African countries can forge real autonomy in the contemporary global economy.

Roberto traces his definition of fascism to the American financial system in 1920s. Life in America in the 1920s was the epicenter of capitalism, this is period of great prosperity for Americans. The financial system during this period consolidated and became the most essential actor in the American economy, something most every American depended on. While most American understand fascism as a bottom-up and petite bourgeois movement like what transpired in Italy and Germany, Roberto argues that American fascism is a top-down, namely protecting the interest of Big Business. This American fascism involved the extreme concentration of money and power in corporate monopolies, bent government policy to serve the nation’s wealthiest citizens, contributed to the suffering of the Great Depression, and also included fascism’s characteristic efforts to control public perception.

Kate Aronoff of the Intercept and the Jacobin joins Michael Brooks this Thursday to discuss the prospects and the "Five Freedoms" of a Green New Deal. As Alexandria Ocasio-Cortez makes the media rounds to rally support for her and Ed Markey's Green New Deal, Aronoff joins MR to explains what we can hope to achieve legislatively and how quickly we can decarbonize the economy this century. Aronoff breaks down the power relationships of climate catastrophe and how approximately 100 companies account for 71% of all carbon emissions since 1988. The five freedoms laid out in Aronoff's piece critique our current lifestyle politics. While it's important to make environmentally conscious choices, the choices of a low-income consumer in the middle of the country is not nearly as destructive as Betsy DeVos owning several houses, yachts, and flying on private jets. More broadly speaking, Aronoff believes we need to rethink our understanding a productive lifestyle. Under a Green New Deal we need to abolish work that is worse than toil; work that is both unfulfilling and destructive to the environment must be effectively eliminated from society. While policymakers are proposing legislation to remake our energy economy, Aronoff says elected officials should not overlook the importance of climate justice, too. Over the past 40 years, energy executives have hidden climate research showing the damage of carbon emission and have promoted disinformation in its place. Moving forward it's important that we hold these industry leaders accountable for their actions in the court of law.

Today, Sam is joined by Brown University professor Corey Brettschneider to discuss his new book, The Oath and the Office: A Guide to the Constitution for Future Presidents in which Brettschneider lays out the constitutional limits at any point in time on the chief executive office. People often overlook the first thing the President does in the office, which is read an oath. This oath is prescribed from the second article of the constitution laying out the requirements of protecting the constitution. Brettschneider believes the Trump and the Supreme Court have failed to uphold the articles of the constitution, namely the travel ban Trump enacted his first weeks in government. Brettschneider explains the different interpretations of the constitution and schools of thoughts that exist on our current Supreme Court like Originalism and Textualism. With that said, Brettschneider really doesn't think Trump is serving with any functional understanding of the constitution--he's simply appointing Federalist Society and Judicial Watch originalist judges to the nation's highest courts. But what's worse? Having a president who can manipulate the constitution to his ideological will, or, Trump who has outsourced his constitutional interpretation to conservative judicial PACs. Brettschneider believes Trump's utter disregard for human rights and rule of law is not only more dangerous than a cunning judicially minded president, but it's also the most dangerous thing in the history of the country.

On today's show, Jamila Michener (@povertyscholar), Professor in the department of Government at Cornell University, joins us to discuss her new book, Fragmented Democracy: Medicaid, Federalism, and Unequal Politics. Medicaid is one of the most fundamental aspects of the US federal safety net, however it is fractured and constantly under attack by state governments, especially in GOP-controlled states. Michener explains that states have very expansive control over what they will and will not cover for its Medicaid recipients. The way that Americans provide care is fragmented and inconsistent. Michener says American social policy towards people living in poverty is one where we give people as little help as possible. States should have an much discretion as possible when dealing with its poor people. This is most illustrative in the difference between Medicare and Medicaid. In the former we have a nationalized program where the funding and policy is set by the federal program; and in the latter a program that is different from state to state, leaving a vulnerable class at the whims of its state's balance sheet. Michener and Sam also consider lower class involvement in the political process and how their action or absence influences election outcomes. Joining correspondent Michael Brooks on today's program is Steven A. Cook (@stevenacook), the Eni Enrico Mattei senior fellow for Middle East and Africa studies at the Council on Foreign Relations, to discuss the status of America's Syria withdrawal and how Recep Tayyip Erdoğan and John Bolton's cancelled meeting can help explain where the US Turkish relationship stands.

The Trump administration's foreign policy agenda hardly seems to have any guiding vision at all--it looks more like bad improv that could bring mass suffering.  The basic premise of withdrawing from Syria is a positive one for US forces, but is it primarily a move to placate Turkey after the Khashoggi murder fallout? Cook explains how Trump and Erdogan discussed a withdrawal from Syria for over a month. According to Cook, Trump did not know that YPG, the Kurdish allies fighting alongside US forces in Syria, was considered a "terrorist organization" by Turkey and Erdogan. Trump then saw an opportunity to satisfy the wishes of Turkey and his base by pulling out of Syria. Looming over this development is the status of ISIS. Cook breaks down the history of Turkey's conflict between Syrian Kurds, ISIS, and explains and why American forces did and didn't intervene.

If any of this confuses you, we got you covered. Cook helps explains the difference between the PKK (Kurdistan) and YPG (Syrian Kurds) and their respective actions in their fight for autonomy in Turkey and Syria. The PKK helped set up the YPG, there is a linkage between the two, there are fighters working for both outfits which is a result of the nature of the conflict in Syria. Brooks explains that PKK have indeed employed violent tactics in order to establish their commendable social democratic ends--tactics not dissimilar from those used by the IRA in Northern Ireland.  American foreign policy experts are now considering whether or not to consider these Kurdish fighters are a terrorist organization. The Turks are pushing experts in Washington to lump Kurds into the same category of threat as ISIS and Al Qaeda.

Trump waffling on the US forces departure makes the Syrian conflict more complex. However, it also signals open season for bad actors in the region. For context, after Trump's announcement Saudi Arabia rewrote its defense doctrine, allowing its armed forces to continue its bombing campaign in Yemen. Further, Turkey calling the Kurds terrorists shows that once US troops are out of Syria there will like be a direct conflict between Turkey and the Kurds.

If that was not enough Middle Eastern policy for you, Brooks and Cook serve up a quick rundown of el-Sisi's Egypt after Sec. of State Mike Pompeo delivered a proverbial green light speech to the dictator's leadership today.

Good morning on today's show, Kevin M. Kruse (@KevinMKruse) and Julian E. Zelizer (@julianzelizer), co-authors of Fault Lines A History of the United States Since 1974.

Professors Kruse and Zelizer from Princeton University's History Department join the Majority Report to discuss their latest book, Fault Lines A History of the United States Since 1974. Kruse and Zelizer start our contemporary political moment at Nixon's resignation, and draw out the areas in which our understanding of America shifts from the New Deal union, manufacturing-based economy to one of free enterprise and laissez-faire economics. Beyond economic changes of the 70s and 80s, there was a growing distrust of the federal government. Zelizer describes how the normalization of government shutdowns which have become a standard part of policy battles in Washington has had a negative impact on our discourse.

These fault lines extend to social issues as well, particularly gender and sexuality. Kruse explains how the growth of feminism and the reaction to it, the "family values" & "moral majority" movement, covered a huge swath of social issues that are still debated today--driving Americans further into their selected voting camps. Amidst all these fault lines is the news media. Zelizer explains how Fox News and conservative media in particular have reshaped and fractured the media landscape. The repeal of the Fairness Doctrine in 1987 is the pivotal moment in policy which allowed right wing talk radio and Fox to gain a stranglehold on the conservative narrative. An overlooked by-product of the Fairness Doctrine is the dramatization of the news, according to Kruse the news media has turned from a dour and even-keeled information enterprise to a freewheeling, pro-wrestling, high-stakes drama designed to keep viewers hooked on its 24-hour news cycle. Finally, Zelizer and Kruse push back against the false equivalency that "both sides" created these fault lines, especially in the media narrative--most of these issues were driven to further extremes by conservative activists and political actors. Sam ends the interview asking Kruse and Zelizer if they think the GOP has been anything other than party of white grievance politics--their answers will surprise you (maybe)!
